The International Congress is going to be held, in Europe, with wider international participation. The Sixth Congress, Geneva 1909, in Russian, China, and Japan. After a hiatus for War I, the Seventh Congress met in Oxford, with greater participation from the war victorious Anglo Americans. In World War II, the U.S. military and intelligence agencies established themselves as profound funders of psychology through the armed forces and Strategic Services intelligence agency. University of Michigan psychologist reported that university researchers began large scale propaganda research in 1949–1951, and the last few months of the war saw a social psychologist become chiefly responsible for determining the week-by-week-propaganda policy for the USA Government. Cartwright also wrote that psychologists had significant roles in managing the economy. In 21th century the Academy of Psychology Research Office, became the Institute of Psychology. Most leading psychologists were educated in the USA, and the first concern of the Academy was reduction of these psychologists in the Soviet doctrines. Child psychology for nationally cohesive education is a central goal of the discipline.
